How to Apply for CSS Exam in Pakistan: FPSC Online Application, Documents and Fee Explained

Applying for the CSS exam feels harder than it is, because it has several separate steps and every one matters. You apply online, you pay a fee, and then you still have to send a printed copy to the Federal Public Service Commission (FPSC). Miss one step and your application may not count. FPSC announces fresh dates and fees in each year's advertisement, so check fpsc.gov.pk before you apply.

First, Understand the Two Stages

The CSS exam is not a single application. It runs in two stages, each with its own application and fee.

First comes the MCQ-Based Preliminary Test, usually called the MPT. Only candidates who qualify in it can apply for the written examination, and passing it does not automatically enter you for it: you must complete a fresh written-stage application, pay its fee, and send its hard copy on time. If you are unsure whether you meet the basic requirements, read our guide to CSS eligibility, age limit and attempts first, and our MPT screening test guide explains the first stage.

Step 1: Wait for the Official Advertisement

Do not apply on the basis of a social media post or a coaching academy's announcement alone. FPSC publishes the official advertisement and the application schedule on fpsc.gov.pk, and that document settles the real dates, the fee, and the last dates for the online form and the hard copy. As soon as it is out, write down three dates: the last date to apply online, the last date to pay, and the last date for the hard copy to arrive. They are not the same date, and FPSC deadlines are generally strict, so finish a few days early.

Step 2: Create or Open Your FPSC Online Profile

All CSS applications go through FPSC's online portal. If you applied for the MPT, you will usually use the same login for the written stage, so keep it safe from the very first stage. If you are new, create your profile with details exactly as they appear on your CNIC and academic documents, since a spelling mismatch can raise questions later.

Step 3: Fill the Online Form Carefully

The form asks for your personal details, domicile, academic record, and your choice of optional subjects and examination centre. Your academic record should match your certificates, including the division or grade you actually obtained. Decide your subjects before you open the form; our guide to the CSS exam syllabus and paper pattern shows how the papers fit together. Before submitting, use the preview screen and re-read your name, CNIC number, domicile, subjects and centre choice.

Step 4: Generate Your PSID and Pay the Fee

Paying the fee is separate from submitting the form, and both are required. After completing your application, the portal generates a Payment Slip ID, known as a PSID — usually 16 digits — that links your payment to your application. You then pay through the 1-Link facility: an ATM, mobile or internet banking, or over the counter at a member bank. Keep the receipt. In the CSS 2026 cycle, the MPT fee was Rs 250 and the written fee was Rs 2,200; treat those as a reference, not a promise, and confirm the exact fee in the current advertisement. Cheques, drafts and the old challan system are generally not accepted. Paying alone does not submit your application: submit the online form too, then check it appears in your application history.

Documents Checklist: What to Keep Ready

Have clean copies ready before you start, and attested copies ready for the hard-copy stage.

DocumentWhy you need it
CNIC (front and back)Identity verification at every stage
Domicile certificateConfirms your provincial or regional quota
Matric, Intermediate and Bachelor's certificatesProof of your academic record
Recent passport-size photographsRequired for the form and the hard copy
Paid fee receipt or PSID payment proofProves the fee was actually paid
Departmental permission or NOC, if you are a government servantRequired for serving government employees
HEC equivalence certificate, if your degree is foreignConfirms a foreign qualification is recognised

If any document has an error, get it corrected well before the window opens; corrections through boards, universities and NADRA can take weeks.

Step 5: Print, Sign and Send the Hard Copy

This is the step most first-time aspirants miss. After submitting online, print the application form, sign it, and send it by post to FPSC Headquarters in Islamabad, with attested copies of your documents, your photographs and your fee payment proof. Send it by registered post or another trackable method, and keep the receipt. It must reach FPSC by the deadline in the advertisement, usually a few days after the online closing date, so post it the same week you submit online.

Step 6: Track Your Application

Once both are done, keep checking your FPSC account for your status and for notices about admission certificates and centres, which are generally available for download before the written exam.

Common Mistakes That Cost Aspirants a Year

Most rejected applications fail for ordinary reasons: applying late, never sending the hard copy, paying but never submitting the form, a mistyped CNIC number, or unattested documents. They need a checklist and a second read-through, not talent.

Frequently Asked Questions

Do I need to qualify the MPT before applying for the CSS written exam?

Yes. Only candidates who qualify in the MPT can apply for the written examination in that cycle.

Is the online application enough, or must I send a hard copy too?

You must do both: submit the online form, pay the fee, and send the signed printed form with attested documents and fee proof to FPSC Headquarters in Islamabad by the deadline.

How do I pay the CSS exam fee?

Through the 1-Link facility using the PSID from your FPSC account, via an ATM, mobile or internet banking, or at a member bank counter. Keep your receipt.

What happens if I make a mistake in my online form?

Small errors are best caught on the review screen before submission. After submission, corrections are limited, so contact FPSC promptly through the official channels in the advertisement if you spot a serious error.

When will I get my admission certificate for the written exam?

Admission certificates are generally released for download from the FPSC website before the written examination begins, so check your account regularly once the schedule is announced.

Applying for CSS is a test of organisation before it is a test of knowledge. Get the advertisement, fill the form carefully, pay properly, and post the hard copy early.
